Chargeback representment and card dispute operations outsourcing
Actigy BPO prepares chargeback responses for merchants and payment providers. We assemble the records for the processor’s stated dispute reason, draft the response and flag the submission deadline. Your payments team decides which cases to challenge and who can submit.
Agree the scope, access and reviewer before a paid pilot.

Which card disputes need an operations team?
A specialist queue makes sense when a processor supplies the dispute but the evidence lives in several systems. A subscription merchant may have cancellation history in its billing tool and the customer’s conversation in its help desk. A payment facilitator may need to chase records across several merchants before a deadline. Tell us which records your reviewer can access and which need an authorized owner.
- Subscription cancellation: match the disputed renewal to the terms shown at checkout, cancellation history, and any refund already issued.
- Product not received: trace the specific order, relevant delivery or usage record, and the customer’s correspondence about that order.
- Credit not processed or duplicate charge: reconcile the disputed transaction against the refund or the second payment and flag an unresolved discrepancy.

What happens from notification to an approved response?
Representment is the merchant’s response to a disputed card transaction through its processor or acquirer. Actigy BPO can prepare this response in your approved systems. The reason for the dispute determines what evidence belongs in the file.
- Triage the queue.Read the stated reason and response deadline, record the merchant owner and flag cases requiring immediate review.
- Build the evidence pack.Assemble only relevant, permitted records, write a dated sequence of events and identify missing or contradictory evidence. Escalate when the records support accepting the dispute.
- Review and hand off.Check that the response addresses the reason code, redact unrelated information and route the draft to your authorized reviewer. Record the approval, submission status and next owner.
- Close the loop.Separate pending, accepted, won and lost cases. Send recurring causes, such as an unclear billing descriptor or a refund delay, to the team that can correct them.

Who decides whether to challenge a chargeback?
Your payments owner sets the acceptance policy, refund authority, case thresholds and submission permissions. Actigy BPO prepares the file and escalates exceptions under that policy. The processor or acquirer handles the network route. In an ordinary merchant dispute, the cardholder’s issuer reviews the evidence and decides the outcome. Pre-arbitration, legal representation and issuer-side cardholder complaints require separate handling.

How does a paid dispute pilot work?
Choose one processor and a representative reason-code group. Agree the operating hours, reviewer, submission authority and access permissions. Start by comparing draft responses against your reviewer’s decisions on a historical sample. Move to live cases only after your owner accepts the checklist and access controls.
- Baseline: count incoming cases, remaining time before deadline, evidence gaps, handling time and existing review corrections.
- Pilot evidence: review a redacted example response, the deadline queue, cases waiting on merchant records, and corrections made by your reviewer.
- Acceptance: agree the on-time handoff target and evidence-quality checks before work starts. Review outcomes for decided cases only. Separate pending cases and report recoveries after processor and service costs.
- Pricing: the quote depends on case mix, average handling time, coverage, number of processors and reviewer workload. Scope and price the pilot before deciding whether to expand.
Worked example
What would a duplicate-charge evidence file contain?
Suppose a cardholder disputes the second of two same-day charges. The reviewer traces both transaction IDs to the order records, checks for a void or refund, and looks for evidence of two separate purchases. Two payment IDs alone do not establish two orders. If the records support only one sale, the reviewer flags that finding before the merchant decides whether to challenge the dispute.
Before the first live queue
Bring the inputs that shape your scope
The proposal should identify what can be assigned, who can decide, and how you will accept the work. Start with one representative queue; agree any expansion after reviewing the pilot.
Define the workload
Processor instructions, case reasons and remaining deadlines.
Agree the controls
Order, fulfillment and refund records available to the desk.
Review the right measures
Packet completeness, corrections and submission status; outcomes reported separately.
Before you decide
Buyer questions
Clarify the work, access and approval boundaries before assigning a team.
How is a dispute operations team different from chargeback software?
Software can route notices or populate a response from connected records. A reviewer helps when those records conflict, a merchant needs to supply missing information or the response requires approval. Actigy BPO scopes the manual work left in your existing process.
Can Actigy BPO guarantee a chargeback win rate?
The decision is outside the operations team’s control. The pilot can measure whether eligible cases reach the reviewer on time, whether files address the stated reason and how often reviewers request corrections. Compare win rates only for decided cases of a comparable type.
Can we outsource just overflow or holiday cover?
Share your peak dates, time zone, case volume, processor deadlines and reviewer availability. Actigy BPO will assess whether the queue can be covered and document the handoff before proposing a pilot.
What should we share for a quote?
Give a volume range, processor count, main dispute categories, countries, coverage window and the bottleneck. Use aggregate figures. Keep card numbers, customer records, credentials and transaction evidence out of this form.
How should a PSP compare hourly proposals with success fees?
Compare total fees against the same case mix and decided outcomes. Include any retainer, per-case and recovery fees, the cost of internal review, and the cases no one contests. A submitted case and a recovered payment measure different things.
How do you distinguish a prepared response from a recovered payment?
Track packet-ready, client-approved, submitted and acknowledged statuses separately from the issuer’s decision. Record any posted reversal against the relevant transaction only after the payment record supports it. A complete evidence packet or a submission acknowledgment is not a won dispute or recovered cash.
Review a chargeback queue
Share approximate disputes per month, common reason codes, processor deadlines and who authorizes the response. Leave card and transaction details out of the form.
