Merchant onboarding and KYB outsourcing for payment providers

What your compliance reviewer receives
Agree what makes a merchant file ready for review. Actigy BPO can prepare a case record in your approved system with enough detail for another reviewer to retrace the checks.
- Entity record.Identify the registered company, jurisdiction, directors and sources checked. Record when each source was reviewed.
- Ownership map.Document ownership layers, the evidence for each link and any ultimate beneficial owner the evidence does not yet identify.
- Screening note.Record identifiers checked, potentially relevant matches and questions that require a compliance decision.
- Handoff.Separate completed checks, missing evidence and exceptions. Assign an owner and follow-up date to each open item.
Worked example
How an incomplete merchant file moves forward
Illustrative example. An applicant supplies its registration extract and shareholder list. Its largest shareholder is another company, and the supplied documents do not establish who owns that entity. The analyst records the missing link, follows the approved document-request procedure and marks the file as awaiting information. Your reviewer can see what was checked, why work stopped and who owns the next step.

How much temporary review capacity do you need?
Count the files your team can assign, then separate straightforward ownership checks from enhanced due diligence (EDD). A small queue of merchants with layered ownership can take more work than a larger batch of domestic companies with a single owner.
- For an absence, specify the dates, expected case mix and internal reviewer available for escalations.
- For a backlog, distinguish untouched files, cases waiting on merchants and files ready for the client decision.
- For enhanced due diligence, supply the approved triggers, additional evidence requirements and the person authorized to resolve exceptions.

Decisions your compliance team keeps
Your organization sets risk appetite, acceptance criteria and screening rules. Your authorized reviewer accepts or declines merchants, resolves exceptions and owns regulatory reporting. The analyst prepares evidence and records a recommendation only where your procedure permits one. Missing evidence stays visible until your team resolves it.

What to test in a paid pilot
Use a representative batch covering standard merchants, layered ownership and missing records. Agree the checklist, review permissions and handoff criteria before analysts access production files. Review accuracy and rework alongside speed.
- Measure time from assignment to the first usable handoff. Show time awaiting the merchant or your compliance team separately.
- For the reviewed batch, report how many files were returned for analyst correction and why.
- Before booking capacity, agree reserved hours, minimum commitment, change notice and permitted work locations.
Before the first live queue
Bring the inputs that shape your scope
The proposal should identify what can be assigned, who can decide, and how you will accept the work. Start with one representative queue; agree any expansion after reviewing the pilot.
Define the workload
Jurisdictions and ownership layers in the queue.
Agree the controls
Approved request templates and source permissions.
Review the right measures
Correction reasons, usable handoffs and time awaiting evidence.
Before you decide
Buyer questions
Clarify the work, access and approval boundaries before assigning a team.
Can we outsource merchant KYB without handing over final approval?
Yes. Actigy BPO can perform agreed corporate checks and prepare the case in your system. Your compliance team retains the decision on acceptance, escalations and regulatory reporting.
Can we request temporary coverage without hiring a full-time analyst?
A proposal can reserve a defined block of review capacity for a peak, absence or backlog. Share estimated files by complexity and the dates you need covered. The written scope confirms availability, minimum hours and how to change the commitment.
Can analysts work only from approved EU locations?
Specify the countries permitted for analyst access, along with requirements for hosting and subprocessors. Actigy identifies the proposed setup for approval before access. Hosting data in the EU and restricting analyst access to the EU are separate requirements.
What should we share for a quote?
Share approximate volumes, jurisdictions, ownership complexity, languages, review tooling and the team that owns decisions. Keep merchant names, records and IDs out of the inquiry. Any later sample exchange uses an approved channel.
What happens to open merchant files when temporary coverage ends?
Agree the handover before the assignment starts. Return the open-file register with the sources checked, latest status, outstanding request, follow-up owner and pending compliance decision. A file waiting on a merchant or your reviewer remains open; allocated files should not all be reported as completed work.
Discuss a merchant review backlog
Tell us how many merchant files arrive each month, what makes a file complex and who approves it. Leave merchant names and documents out of this form.
